Johannesburg - Former Vodacom CEO Alan Knott-Craig says he's concerned with what he terms is the government's interference in the cellphone industry.

Knott-Craig was speaking at the launch of the annual Exclusive Books list at a lavish event in Melrose Arch in Johannesburg on Friday - his biography, Second is Nothing, is a suprise inclusion on the list.

"It's correct to pearl necklace wholesale ask: 'Are you guys doing your job properly?' And there are systems in place to check that. But it's not correct to interfere," he told News24.

"The lowering of interconnection fees won't have a huge impact on tariffs. The big boys will be okay, but it's the small players that will get hurt - this will drive some of them to the wall," he added.

"People forget that from 1993 to  2000, the industry operated with no cash - there was no profit and it was difficult operating in an emerging market. Now, we're one of the few countries with an almost 100% penetration of cellphones."

He said that the government's treatment of the industry is a "knee-jerk" reaction, adding that there were many other things that could be done to reduce consumer costs.

Baghdad - An Iraqi man who had been kidnapped escaped his abductors on Sunday because of the twin bombings that rocked central Baghdad, killing around 100 people, police told AFP.

The blast wounded the vehicle's driver, forcing him to require medical attention, and killed two other passengers.

According to a police officer at the scene, the man alerted security forces to his presence in the boot by kicking it repeatedly from the inside.

"He kicked the inside several times before we opened the boot," said the police officer, who spoke on condition of anonymity. "We managed to nugget pearl free him from the kidnapping."

The officer offered no further details.

At least 99 people were killed in Sunday's attacks and more than 700 were injured, according to a senior official in the health ministry, which bases its toll on combined figures from hospitals.

It will be Gordhan's first budget since he took over from the popular and charismatic Trevor Manuel who held the post for 13 years, but the mid-term version of the annual budget is not the place for policy changes.

"The big issue of course will be on the revenue side," said wheat pearl economist Dawie Roodt of the Efficient Group.

"Revenues are currently under severe pressure because of the economic slowdown and I won't be surprised if we see about R70, maybe R80 or R90bn under budgeted estimates."

South Africa's economic outlook has worsened considerably since the February budget when growth for the year was expected to be 1.2%.

"The biggest challenge is the fact that the economy is not growing fast enough for government to generate the tax revenues to finance development," said Tony Twine, an economist with Econometrix.

Ahead of South Africa's elections in April, which returned the ruling party to akoya pearl necklace government, Manuel poured billions into public infrastructure investment and social spending to boost long-term growth.

But, eight months later, the recession has been worse than imagined with the economy estimated to contract at 2% in 2009, and a budget deficit pinned at 3.9% likely to balloon nearer to seven percent.

Jac Laubscher, Sanlam group economist, says this is probably the most important mid-term budget to date, as it questions the sustainability of South Africa's prudent fiscal policy for the first time.

"... The challenge over the next few years will be quite different, namely to curb spending until the economy, and therefore tax collection, has recovered sufficiently."

The international Monetary Fund forecasts growth of 3.3% over freshwater pearl the next three years.

Roodt said low state debt in recent years meant "we can afford to run quite a large fiscal deficit for quite some time" but there won't always be room to do this.
