Forty eight dangerous offenders being supervised by the police and the probation service last year were charged with murder, rape or another serious offence, according to figures published today.

Almost a further 1,500 dangerous criminals being monitored in the community were sent back to prison for breaking the terms of their release from jail or breaching an order which bars sex offenders from a range of activities.

The figures also show that the inflatable number of people on the sex offender register rose by just under 1,000 to reach 32,000 last year.

But a row broke out after it emerged that the Ministry of Justice had changed the way the figures are compiled and published, making it impossible to compare the total number of violent and dangerous offenders supervised in 2008-9 with numbers for previous years.

Today’s figures are gathered from multi-agency public protection arrangements (Mappas), made up of police, probation, prison and other agencies, in each of the 42 probation areas of England and inflatable bouncer Wales.

In recent years a number of murders committed by convicted criminals under Mappa arrangements have undermined public confidence in the probation service.

Damien Hanson was under Mappa arrangements when he and an accomplice Elliot White murdered John Monckton at his home in Chelsea, London almost four years ago.

Anthony Rice, 48, was freed from jail nine months before he stabbed Naomi Bryant in her home in Winchester in August 2005. He was under Mappa arrangement but a probation inspection report found “substantial deficiencies" in his supervision by probation and other inflatable castles officials in Hampshire.

Maria Eagle, the Justice Minister, said that the risk of further crimes being committed by those supervised under the arrangements was “ever present” because they could display dangerous and unpredictable behaviour.

Ms Eagle added: "That risk can never be eliminated entirely, but the majority of those subject to active Mappa management do not seriously re-offend due to robust and effective management. The number of those who re-offend seriously has remained around 0.5 per cent for the past 4 years."

The Justice Ministry has changed the pearl jewelry basis on which the number of serious further offences committed by those under Mappa has been counted.

The 48 further serious offences compares with 79 recorded in 2007/08, but Justice Ministry officials said that those who had been charged with "wounding with intent to cause GBH" had been excluded from this year's figures.

In addition the total number of dangerous, violent and sexual offenders under the most intensive supervision are now being counted as a snapshot on March 31 each year rather than the total number monitored throughout the year.

The annual report shows that pearl jewelry wholesale on March 31 2009, there were 898 dangerous offenders under the most intensive supervision and a further 11,527 violent and sexual offenders under less intensive monitoring.

A Ministry of Justice spokesperson said the figures should not be compared with last year.

“For the first time this year, the annual reports show how many Mappa-eligible offenders are in each area on a single day which is the 31 March; ie, a snapshot.

“Previously only the figure for registered sexual offenders was a snapshot; the data on the other two categories included all such offenders who had been included in those categories at some point over the course of the year.”

Harry Fletcher, assistant general secretary of the National Association of Probation Officers, said: “The Government has changed the way in which it collates statistics on violent offenders referred to Mappa. This could give the impression that there has been a reduction in numbers and therefore less threat to the public. In reality however the number of violent offenders has almost certainly increased.

“The Government claims it has changed the pearl necklace way it records in the interests of consistency. This may be the case but the effect has been total confusion and uncertainty about what the actual trends are."

Mappa teams comprise police, prison, probation and other agencies including local council working together to assess an ex-prisoners risk and put in effect monitoring arrangements including the provision of hostel accommodation and police surveillance.

Asked whether she agreed with Mr Miliband’s view that the new president should be a big figure, she said that the Swedish government had not started formal consultations, since at the moment there was still no legal clarity. She added that all other countries, apart from the UK, were keeping their candidates close to their chests.

Some governments are questioning the freshwater pearl jewelry wisdom of giving such a top role to an ex-Prime Minister from a country which is not part of the single currency, which has not joined the Schengen open borders system and which has a long history of euro-scepticism.

There are also Mr Blair’s controversial political decisions - not least joining Washington in going to war against Iraq, against the wishes of many European leaders.

But Mr Miliband countered: “This job (of European President) is about what this person can do for Europe in the future. Let’s stick to the future. We need someone who can be a powerful advocate (for Europe in the world), and committed to coalition building.”

Mr Miliband added: “The job is not a prize or award. It is about what this person can do for Europe in the future.You appoint people on merit on the basis of what they can do.What do you want Europe to be in the future? Strong or weak? Who are the candidates? Who is the best candidate.”

PHOENIX — Even as a boy, self-improvement guru James Arthur Ray was fixated on money and spirituality.

The son of an Oklahoma preacher pearl jewelry recalls in his 2008 book, Harmonic Wealth, that his family was so poor they had to live in the church office.

"The hardest part of my childhood was reconciling how Dad poured his heart into his work, how he helped so many people and yet he couldn't afford to pay for haircuts for me and my brother," Ray wrote.

Ray, whose followers spend thousands of dollars to attend his wealth and mysticism seminars, is a primary focus of a homicide investigation into three deaths related to a sweat-lodge ceremony he led at a retreat near Sedona, Ariz., on Oct. 8, Yavapai
Sheriff's authorities say 55 to 65 people attending the program were crowded into the 415-square-foot, crudely built sweat lodge during a two-hour period. Participants paid between $9,000 and $10,000 for the retreat.

The participants had fasted for wholesale pearl jewelry 36 hours as part of a personal and spiritual quest in the wilderness, then ate a breakfast buffet before entering the sweat lodge around 3 p.m. A 911 call two hours later said two people weren't breathing. Kirby Brown, 38, of Westtown, N.Y., and James Shore, 40, of Milwaukee, died upon arrival at a hospital. Liz Neuman, 49, of Prior Lake, Minn., died more than a week later.

In 2006, Ray appeared in The Secret, a popular documentary in which he and others promoted the philosophy that positive thinking makes good things happen. He also appeared on Oprah.

Last year, according to the company, revenue hit $9.4 million.

Ray holds free two-hour workshops across the U.S. and Canada. The 41 events so far this year attracted 10,913 people, according to his company. From that group, 1,752 people enrolled in Ray's two-day Harmonic Wealth Weekend, which costs $1,297 a person and is the first of six programs in his Journey of Power Experience. Croy said 3,281 people attended Journey of Power events between August 2008 and August 2009.

John Curtis, an Asheville, N.C., professor who operates the Americans Against Self-Help Fraud website, said people who turn to self-improvement gurus are typically intelligent, but seem to voluntarily abandon rationality.

"There's a fear of leaving it, and there's a fear among the group of saying, 'The emperor is naked.' "

Steven Gunter, a professor of evangelism at Duke University, said the Sedona tragedy cannot be written off as a misfortune.

"You really can't simply call it an accident," he said. "You can call it misguided."
